A Madison County, Virginia service-dog business will have to pay customers restitution and be prohibited from any activities pertaining to companion animals.

In a news statement, Attorney General Mark Herring said that he is holding Charles D. Warren for violating Virginia Solicitation of Contributions Law (VSOC) and being responsible for scamming consumers around the country.

According to an agreement reached between Warren’s company, Service Dogs by Warren Retrievers, and the state of Virginia, Warren will pay restitution to buyers of his dogs.

Warren will also be banned for life from selling, breeding, and training service dogs.

In the lawsuit against Warren and his company, he is accused of selling “service dogs” to people with autism, diabetes, seizures, or PTSD., when the animals were, in fact, poorly trained or had behavioral problems.

Warren will have to pay over $514,000 in restitution to consumers and an additional $1.4 million to the State of Virginia for attorney’s fees.
